Infrastructure construction is further characterized by high levels of fragmentation
due to many different specialized labor skills, equipment, material and supply chain organizations.
Management of Labor, Equipment, Material (LEM) and Information Flows are significant priorities
for construction companies.
LEM and Information Flows require qualitative and quantitative indices to manage and measure
work that deliver Project Owner requirements. The ability to measure work is crucial for all
project participants.
Standardized work indices are defined by Construction Standard Institute "Work Divisions."
Work Divisions require further breakdown or "Details" from qualified and responsible
Service Supply Chains (SSC) working with Primary Contractors.
Work Details can be massive in quantity and will require automation to effectively
plan, perform, manage and administer at the individual "Work Event" level.
